[js/web/training] lazyResetGrad implementation (#18711)

### Description
* implemented lazyResetGrad function

### Motivation and Context
* we are in the process of adding language bindings to enable training
on web
* lazyresetgrad ensures that the gradients are calculated correctly
after the first runTrainStep call
