Comments parsing fixes.

* Comments parsing function correctly handles EOF.
* Since SkipWhitespaceAndComments can generate errors, its calls should be followed by RAPIDJSON_PARSE_ERROR_EARLY_RETURN macro.
* Some tests to make the bug never appear again.
