added miopenGetConvolutionSpatialDim if ROCm5.5 (#14772)

The API should be `miopenGetConvolutionSpatialDim(cdesc, &spatial_dim)`, NOT `miopenGetConvolutionDescriptorSize(cdesc, &spatial_dim)`
