ARROW-12642: [R] LIBARROW_MINIMAL, LIBARROW_DOWNLOAD, NOT_CRAN env vars should not be case-sensitive

This makes the environment variables `LIBARROW_MINIMAL`, `LIBARROW_DOWNLOAD`, and `NOT_CRAN` case-insensitive
