GH-34481: [CI] Migrate ARM jobs from Travis to self-hosted runners (#34482)

As per ASF guidelines we have to migrate from Travis CI.

### What changes are included in this PR?

Migration for ARM Travis jobs to self-hosted GitHub Actions.

### Are these changes tested?

CI will be run.
