ARROW-6797: [Release] Use a separately cloned arrow-site repository in the website post release script

Seems like `site` directory was removed, but the script was not updated.

Closes #5584 from kszucs/site-script and squashes the following commits:

dbb2bab27 <Wes McKinney> Fix environment variables in changelog.py, hard fail if they are not set
8c0750c1d <Krisztián Szűcs> Update website post-release script
