ARROW-16203: [Release] Remove all old artifacts on release

  * All RCs are removed
  * All releases except the latest release are removed

The following change isn't related to "remove all old artifacts" but
included. Sorry.

  * "svn mv" is used instead of "svn add" for more traceability
