ARROW-7116: [CI] Use the docker repository provided by apache organization

We have a single repository under apache organization, so the docker-compose setup must switch to using multiple tags instead of multiple repositories.

Theoretically INFA has set up the required credentials: https://issues.apache.org/jira/browse/INFRA-19429

Closes #5875 from kszucs/apache-dockerhub and squashes the following commits:
