ARROW-16228: [CI][Packaging][Conan] Add a job to test minimum build ci/conan/ is based on https://github.com/conan-io/conan-center-index/tree/master/recipes/arrow/ . We'll update ci/conan/ to follow the latest cpp/ changes such as new build options and send a pull request the updates to https://github.com/conan-io/conan-center-index/ when we release a new version.
